The foundation was laid for the creation of TMPA when Doyle Willis was elected to the Texas Legislature with the support of many officers. The Police and Firemen’s Civil Service Act became law in 1947 and the Texas Municipal Retirement System was created. Jeff has been with TMPA since early 2000 as the Director of Administration and Special Programs. His favorite part of the job is that he gets to work with all of the divisions at TMPA. Prior to TMPA, Jeff was with the Texas Commission on Law Enforcement Officer Standards and Education as the Deputy Chief, Credentialing Services. During his time at TCLEOSE he oversaw a variety of functions including Information Resources, Examinations, Data Entry, Licensing and Certification, Investigations, Field Services, Agency Audits, and Training Provider Evaluations.

Leighton is a field representative covering the Houston Metro and Southeast Texas areas. He has been in law enforcement since 1993 and is currently a reserve deputy at Chambers County Sheriff Department. Jhenovia learned about additional community resources that helped empower her and her daughters, and she attended support groups and counseling sessions to help process the events of her recent past to recover from the abuse she suffered at the hands of her former spouse. Soon after her arrival, Jhenovia learned of BCFS Health and Human Services-Del Rio, where she met Family Violence Specialist Claudia Lopez. BCFS-Del Rio operates the Del Rio Domestic Violence program, providing safety, support and resources to victims of domestic violence. Through one-on-one support, legal assistance, emergency medical care and referrals for access to community resources, the DRDV program promotes violence-free relationships and community awareness through collaboration, public information, education and advocacy. The relationships formed with other community organizations will help build a strong, substantial network of advocacy for clients.
During his career, Tyler has served as a Detective, SWAT Operator, and Motorcycle/Traffic Officer. Clint is a law enforcement instructor, Master Peace Officer, subject matter expert in various LE fields and served in the U.S. In his off time, Clint enjoys spending time with his sons, travelling, and teaching/public speaking. TMPA is led by a Board of Directors comprised of 18 full-time peace officers from various law enforcement agencies. The Board of Directors sets policy, manages the financial resources, and oversees the legal plan.

Prior to TMPA he spent 25 years in law enforcement, retiring from the Brenham Police Department after 22 years.
Rise Recovery helps teens, young adults, and families overcome the effects of drug and alcohol and partner with the community in education and prevention. For over 40 years, Rise has served youth and families in Bexar County ranging in age from twelve through thirty-five, in addition to support groups for family and loved ones. They walk with participants through their recovery journey with a keen sense of love and understanding. Programs and services range from individual counseling to support groups to social activities.

Common Thread provides immediate, flexible, and relationship-focused services 365 days a year, 24 hours a day, 7 days a week for domestic and foreign survivors of child sex trafficking under the age of 25. The program helps survivors by offering immediate in-field response when victims are identified, intensive case management, and long-term mentorship. In late 2017 in central and south physician credentialing checklist Texas, Common Thread began administering programs, services, and advocacy in response to the alarming and unfortunately underreported crime of child sex trafficking. Collective bargaining, education incentives and engagement in political activities were a few of the legislative accomplishments of TMPA. The Houston Police Officers Association discontinued their membership with TMPA.
